The high-quality development of the cotton industry in the Yellow River Basin is an integral part of the the 14th Five-Year Plan strategy for ecological protection and high-quality development of the Yellow River Basin, and also a key implication of the the 15th Five-Year Plan goal for high-quality development of agricultural and rural modernization. To expand the supply of high-quality cotton in the Yellow River Basin and promote industrial quality and efficiency improvement, from 2023 to 2025, Jining Institute of Quality&Metrology Inspection took the lead in carrying out a pilot project for quality improvement of cotton production process monitoring in the Yellow River Basin. Over the three years, the pilot project has achieved results in six aspects: establishing a professional service team, establishing a four-level linkage long-term mechanism, accumulating massive traceable monitoring data, selecting a superior cotton variety suitable for mechanical production, forming a simple and efficient production model, and constructing a whole-process quality monitoring service system. At the same time, the pilot project has shortcomings such as insufficient regional representation, weak resilience of the monitoring system, and insufficient industrial chain coordination. During the the 15th Five-Year Plan period, Jining Institute of Quality&Metrology Inspection will focus on deepening data application, deepening regional coordination, and deepening the transformation of results, continue to release the effectiveness of the pilot, and provide technical support and practical demonstration for the high-quality development of the cotton industry in the Yellow River Basin.

Taking the Three-Year Action Plan for Capacity Improvement of Fiber Quality Monitoring Institutions issued by the China Fiber Quality Monitoring Center as an opportunity, and addressing the prominent issues in Xinjiang such as the variety of cotton types, uneven processing techniques, lagging management of foreign fibers, and insufficient value mining of public inspection data, systematic solutions are proposed: promoting the uniform layout of cotton varieties and incentives for high quality and high price at the source among cotton farmers; inspection and testing institutions accelerating equipment updates, deepening data analysis, and providing precise assistance; scientific research tackling key technologies such as automatic identification of foreign fibers and rapid detection of short fiber content; the government improving various regulations, optimizing quality subsidy policies, and strengthening market supervision; industry associations developing group standards, conducting credit evaluations, and sustainable certification; market entities establishing order agriculture and benefit-sharing mechanisms, forming a linkage pattern of production based on demand and pricing based on quality, and empowering the high-quality development of the cotton industry in Xinjiang through capacity improvement.

Cotton fiber features strong hygroscopicity. Its core testing indicators, including fiber length, breaking tenacity, micronaire value and color grade, are sensitive to ambient temperature and humidity. Therefore, constant temperature and humidity environmental control must be implemented throughout the whole process covering sample receiving, conditioning pretreatment, instrumental testing and sample retention review, which serves as a prerequisite for ensuring the accuracy, comparability and traceability of testing data. In accordance with local standard DB65/T 3920—2016 "Specification for Construction and Management of Instrument-Based Official Inspection Laboratories for Cotton Quality", "Working Rules for Inspection of Cotton Quality Official Inspection Laboratories" and other relevant national, industrial and local specifications, this paper systematically elaborates on the technical principles, standard requirements, system design, operation and maintenance management, abnormal condition disposal and optimization strategies of constant temperature and humidity control in cotton official inspection laboratories. Combined with industrial practice, it analyzes the current pain points of environmental control, and puts forward standardized, intelligent and standardized solutions. The research findings provide theoretical and practical references for improving the environmental control capacity of laboratories, guaranteeing the authority of official inspection data, and supporting the high-quality development of the cotton industry.

At present, with the continuous deepening of the reform of the Party and state institutions, the national fiber inspection cause has also entered the era of fiber quality monitoring, and it is necessary for all fiber quality monitoring workers to jointly study and think about the quality monitoring system and mechanism in the new era. This paper systematically expounds the system and system of fiber quality monitoring from five aspects: establishing and improving the corresponding laws and regulations to achieve legal compliance, clarifying the definition of fiber quality monitoring, clarifying the management system, clarifying the closed-loop management mode of quality monitoring and clarifying the core work. In particular, the definition of fiber quality monitoring, the closed-loop management mode and the core work are deeply discussed. It is hoped that this will attract jade, share with colleagues, and jointly contribute to the high-quality development of the fiber industry

Against the background of building a quality powerhouse, fiber inspection work plays a vital role in safeguarding industrial chain quality and driving industrial upgrading. High-quality development of inspection institutions requires solid Party building guidance. Relying on three national inspection platforms, the Third Organ Party Branch of Binzhou Inspection and Testing Center has innovatively implemented the "Five Integrations and Five Promotions" working method. It realizes the in-depth integration of ideology, organization, business, service and mechanism, effectively solving the disconnection between Party building and business work. Organizational advantages are converted into testing efficiency and industrial service capacity, strongly empowering the new quality productive forces of regional textile, fishing gear and kitchenware industries. Having been awarded the title of Five-Star Party Branch for five consecutive years, the branch provides valuable practical experience for similar institutions.
